Renovation grants in Barcelona: what exists today and how to prepare

Barcelona's municipal call is closed and its budget ran out. Here is the real position as of today and, above all, what you should have ready so you are on time for the next one.

A galley kitchen along a corridor in a renovated flat in Barcelona: white fronts with black handles, a light wood worktop, white relief tiles, an integrated black oven and microwave, and light oak flooring.

If you are thinking of renovating your flat in Barcelona and you have heard about public grants for renovation, this page tells you the real position as of today, 28 August 2026. No promises and no small print: what exists, what does not, and what you can do now so you are not late for whatever comes next.

There is no open call in Barcelona right now

Start with what matters, because it saves you time. The municipal grant line that distributed European Next Generation funds together with a contribution from Barcelona City Council closed its application period on 30 June 2026. And it did not close only because of the date: the body that manages it later published that the total budget requested exceeded the funds available. In other words, the money ran out.

A second line was also announced, this time entirely municipal, without European funds. But as of today no call has been published: there was a press announcement, not a set of rules with an open deadline. Those are two very different things, and it is worth not mixing them up.

If you come across a page inviting you to apply today for a municipal renovation grant in Barcelona, be wary. And if someone asks you for money to process an application that cannot be submitted right now, even more so.

What has changed: your energy certificate may have expired

This is in force, and it affects a lot of people without them knowing.

Royal Decree 659/2025 of 22 July, published in the Official State Gazette, amended Royal Decree 390/2021 and halved the validity of energy performance certificates with the worst rating. For certificates registered from 3 June 2021 with a G rating, validity drops from ten years to five. And when it is time to renew, the new certificate must include more detailed improvement proposals than before.

In plain terms: if your flat is rated G and its certificate was registered more than five years ago, it has probably expired. And the certificate is the first paper you will be asked for in any renovation grant, because it shows the point you are starting from.

It is worth checking two things right now: what rating your home has, and the date the certificate was registered. It takes five minutes and it tells you where you stand.

And at state level: the 2026-2030 State Housing Plan

The Council of Ministers approved the 2026-2030 State Housing Plan on 21 April 2026, and its territorial distribution was approved in June 2026. One of its three strands is the renovation of the existing housing stock, not only new building.

That matters because Barcelona’s municipal grants usually rest on state and regional frameworks: when there is a state plan with a renovation strand, it is reasonable to expect local calls that put it into practice. It is not a promise and it is not a date. It is the context in which all of this moves.

The part that really decides who is paid: arriving with the file done

This is the useful part of this page, and it is a lesson the last call has just left behind.

In Barcelona these grants do not close only when the deadline passes. They close when the money runs out. The last one ran out. When that happens, the difference between being paid and not being paid is not the quality of your work: it is whether you had the paperwork ready on the day the window opened.

And the papers for a renovation are not gathered in a week. An energy certificate has to be commissioned and the home visited. A technical report has to be written. A residents’ association agreement has to be called, held and minuted, and there you do not depend only on yourself.

So the sensible strategy is not to wait for the news. It is to have the folder ready beforehand.

What you should have ready

The current energy performance certificate, and knowing what rating it has. It is the starting point of everything. Without it you cannot even estimate how much improvement you will achieve.

Knowing which works raise that rating. The ones that cut the building’s real consumption: insulating the façade or the roof, replacing the windows with units that have a thermal break, and replacing heating and domestic hot water with an efficient electric system. These calls usually score the improvement achieved, not the amount of work done, so it is worth choosing carefully.

A quote broken down by items, and a technical report. Not a single global price on one line: a document that says what will be done, with which materials, and what each chapter costs. That is exactly what is reviewed when there are more applications than money.

If the work affects the whole building, the residents’ association agreement. It is what takes longest and what leaves the most applications out. If your work is on the façade, the roof or shared systems, start here and not with the quote.

Why you will not see amounts on this page

Because they change with every call. The percentages, the caps and the minimum works are set in the rules of each line, and a page that publishes them is out of date as soon as the next one appears. We would rather what you read here still be true in two years, and that you look up the numbers in the official rules when they exist.

The sources for everything above are public: the Official State Gazette for Royal Decree 659/2025 of 22 July, and the publications of Barcelona City Council and of the body that manages its renovation grants.

Where we fit in

At KOBOR we work with a closed quote broken down by items. That happens to be exactly the document these calls ask for: not a round figure, but what will be done and what each part costs.

If you are considering a renovation and you want the folder ready for when the next line opens, the order that makes sense is this: check the rating on your certificate, decide which works will raise it, and get an itemised quote you can submit as it stands.

If you want to go further into the two figures that always come up before the grants, we have written what a flat renovation costs and how long it takes. And if your case is a whole home, the home renovations page explains how we work.

Frequently asked questions

Is there a renovation-grant call open in Barcelona right now?

No. The municipal call that distributed Next Generation funds together with a contribution from the City Council closed on 30 June 2026, and the body that manages it later published that the budget requested exceeded the funds available: it ran out. A second line, entirely municipal, was announced, but as of today no call has been published. If you read somewhere that you can apply today, be wary and check the official source.

How long does an energy performance certificate with a G rating last now?

Five years, not ten. Royal Decree 659/2025 of 22 July, published in the Official State Gazette, amended Royal Decree 390/2021 and halved the validity of certificates registered from 3 June 2021 with a G rating. When you renew it, the certificate must also include more detailed improvement proposals. If your flat is rated G, check the registration date of yours: it may have expired without you knowing.

Which works raise the rating on the energy certificate?

The ones that genuinely cut the building's consumption: insulating the façade or the roof, replacing the windows with units that have a thermal break, and replacing heating and hot water with an efficient electric system. The more the rating rises, the better you usually rank in these calls, because almost all of them score the improvement achieved, not only the work carried out.

Why is it worth having the quote ready before the call opens?

Because in Barcelona these calls do not close only on a date: they close when the budget runs out, and that has just happened. Whoever arrives with the file already assembled gets in; whoever starts preparing it the day they read the news does not. Have ready the current energy certificate, the quote broken down by items, the technical report and, if the work affects the whole building, the residents' association agreement, which is what takes longest.
